The history of PRINCE2 begins with PROMPT, a project management method developed in the 1970s. The UK government's Central Computer and Telecommunications Agency (CCTA) adapted PROMPT II in 1989 to create PRINCE, before the method was relaunched as PRINCE2 in 1996. Several major revisions have followed, most recently PRINCE2 7 in 2023.
In 1975, Simpact Systems Ltd developed PROMPT: Project Resource Organisation Management and Planning Techniques. The method was created in response to problems affecting computer projects, particularly overruns in time and budget.
PROMPT included a system development module known as PROMPT II, which divided IT projects into defined phases. This structured approach attracted the attention of the UK government as it sought greater consistency and control across public sector IT projects.
In 1989, the CCTA adapted PROMPT II to create its own standard for managing government IT projects. The new method was called PRINCE, initially derived from 'PROMPT II IN the CCTA Environment' and later understood as 'Projects IN Controlled Environments'.
PRINCE was released into the public domain in 1990. Although designed for IT, it began to be used for other government projects and gained traction in the private sector. Wider adoption also exposed some limitations, including a reputation for being too rigid for smaller projects.
PRINCE2 was published in 1996 following consultation with around 150 organisations. It retained the structured approach of its predecessor while broadening the method beyond its original IT focus.
This was an important shift in the history of PRINCE2. Instead of applying a method developed specifically for technology projects to other environments, organisations now had a generic project management methodology designed for use across different sectors.
PRINCE2 also reduced some of the complexity associated with the original method. It retained a strong focus on defined products and controlled delivery, but developed the approach so that it could be tailored according to the project environment.
This flexibility supported growing adoption across UK government and private sector organisations. As its use expanded internationally, PRINCE2 became established well beyond the environment for which its predecessor had originally been created.
PRINCE2 underwent several revisions after 1996, with one of the most significant arriving in 2009. Published as Managing Successful Projects with PRINCE2, the update simplified the method and placed greater emphasis on tailoring it to suit individual projects.
The 2009 revision introduced the seven principles that remain fundamental to PRINCE2 today. Together with seven themes and seven processes, they created the recognisable structure subsequently associated with what became known as the 5th edition.
Responsibility for PRINCE2 changed in 2013, when a joint venture between the UK government and Capita took responsibility for managing and developing the portfolio. This period also saw the introduction of PRINCE2 Agile and the next major revision of PRINCE2 in 2017.
The 2017 update responded to practitioner feedback and placed renewed emphasis on tailoring. It provided more practical guidance on adapting PRINCE2 to different project environments while retaining the underlying method. This version was later redesignated PRINCE2 6th Edition without any corresponding change to the guidance itself.
These revisions allowed the methodology to develop without discarding the principles that made it recognisable. Our guide to the 7 principles, practices and processes of PRINCE2 explores the current structure that emerged from this period in greater detail.
Another ownership change followed in 2021, when PeopleCert acquired Axelos and became the custodian of the PRINCE2 portfolio.
PRINCE2 7 launched in September 2023, representing the most substantial update to the method since 2017. Now formally named PRINCE2 Project Management (Version 7), it reflects significant changes in the environments where modern projects are delivered.
One of the most notable developments is the introduction of an integrated people element. Earlier versions addressed the people involved in projects throughout the guidance, but PRINCE2 Project Management (Version 7) brings greater attention to relationships and collaboration as part of successful delivery.
The update also responds more directly to changes in technology. Digital and data management have a stronger presence within the method, reflecting their increasing influence over project decisions. Sustainability has become an additional project performance target, bringing environmental considerations more explicitly into project management.
Flexibility remains central to the methodology. The latest iteration strengthens the guidance around tailoring and is designed to work alongside approaches such as Agile and Lean, as well as other established frameworks including ITIL®.
The evolution from PROMPT to PRINCE2 Project Management (Version 7) shows how the method has repeatedly adapted without deviating from its core purpose. What began as an approach to bringing greater control to IT projects has developed into a method intended for projects across different industries and organisational settings.
Each major revision has responded to changes in project practice. The 1996 release broadened the method beyond IT, and later editions increased its flexibility. PRINCE2 Project Management (Version 7) continues that evolution by giving greater prominence to the realities affecting projects today.
Understanding that history also explains why PRINCE2 remains recognisable despite decades of revision. Its development has been evolutionary rather than a series of complete replacements, allowing established concepts to remain while the guidance around them changes.
For anyone learning the method today, PRINCE2 Project Management (Version 7) provides a structured route into the current syllabus and its application in real project environments.
